Planning Commission

The Planning Commission consists of five members and all commissioners are residents of the City at the time of their appointment and shall remain residents for their entire term.  The members of the Planning Commission are appointed by the Mayor, with the approval of the City Council.  The Planning Commission conducts regular meetings on the third Tuesday of each month at 6:30pm.  If a scheduled meeting falls on a holiday, the meeting will be rescheduled.

The rights, duties and powers of the members of the Planning Commission are to guide and approve, or recommend approval, of long-range development for the future growth of the city, and articulates a vision of what San Pablo aspires to be.  They are representatives for the residents, business owners, elected officials, and city staff for policies and actions. 

The long-range policy documents include the national award-winning San Pablo General Plan, the San Pablo Avenue and 23rd Street Specific Plan, and the Development Code for the Circle S Project.  The General Plan provides the legal basis for all zoning, subdivision and related actions.  It also provides the legal basis for City regulations and the initiation of public projects.  The Planning Commission is the deciding or recommending body on various land use projects including use permits, design review and variances.  The San Pablo City Council has approved a two-year Work Plan which includes a number of exciting projects that the Planning Commission will decide upon, including a new Zoning Ordinance to implement the recently-approved General Plan, a new Sign Ordinance and a new Green Building Program.
