Report & Stop Illegal Dumping!

The City of San Pablo’s Public Works Department hauls away tons of trash every year from the public right-of-way. This trash would otherwise end up in our neighborhoods, creeks and waterways. Community and governmental agencies need to work in partnership to stop the enormous problem of illegal dumping. Here is how you can help:
Two Ways to Report Illegal Dumping
  1. Call the City of San Pablo directly at (510) 215-3060 or the Illegal Dumping hotline at 1-800-NO DUMPING (1-800-663-8674)
  2. Email: AmandaB@SanPabloCA.gov Include the type of debris, amount and location in your report.  Never touch hazardous or medical waste!
If You Witness Illegal Dumping
​Please Provide the following information to assist us in catching and prosecuting illegal dumpers:
  • Photo of the incident
  • License plate number and a description of any vehicles involved
  • Description of the offenders(s)
  • Description of items dumped
  • Time, date and location of incident you witnessed
Discourage Dumping on Your Property
​Remember San Pablo Municipal Code 8.02.020 requires property owners to maintain properties including and alleys, sidewalks or parkways abutting a parcel.  Maintaining your property includes the removal of dumped or illegally dumped items.  To discourage dumping on your property you can:
  • Light outdoor areas around your home and property
  • Maintain clear sight lines so you can monitor from the inside your home
  • Use surveillance cameras to record illegal dumping
  • Define your property boundaries with plants, paving, short walls or fences
  • Trim bushes, cut weeds and maintain a clean environment
  • Remove graffiti within 24-48 hours
How to Remove Unwanted or Illegally Dumped Items on Your Property: Disposal Options and Services

There are many disposal options for San Pablo residents if you have items not suitable for reuse or if illegal dumping has occurred on your property. Please note that leaving trash on the street, sidewalk, or other public place is against the law and subject to fines.
Dump Voucher Program
  • San Pablo residents are eligible to receive $40 worth of dump vouchers per fiscal year(July 1st through June 30th)
  • Vouchers can be picked up at City Hall (13831 San Pablo Avenue, Building 3).  Person identification and a current utility bill are required.
  • The vouchers can be credited toward your disposal at the Golden Bear Transfer Station (1 Parr Boulevard, Richmond).
Free Waste Drop Off
  • San Pablo residents can bring their trash for free disposal 2600 Moraga Road, San Pablo on certain Saturdays from 7 am until noon or the when the dumpster is full.
  • Contact the Public Works Maintenance Division at (510) 215-3070 to find out the date of the next drip of event.
  • Personal identification and current utility bill are required.  Limit to one trip per household.
  • Hazardous materials and tires not accepted.
Curbside Cleanup Collection
  • Single family and duplex households are entitled to tow curbside collections per year of up to 15 bags (35-40 gallons) per collection.
  • Cleanups can be used for miscellaneous waste or green waste (landscape waste).  Green waste must be contained in compostable bags available at hardware stores and Republic Services.
  • To schedule a pick-up, please call Republic Services at (510) 262-7100.
Curbside Bulky Item or E-waste Collection
  • Single family and duplex households are entitled to a curbside collection of one bulky item (i.e. furniture or appliance) or up to 5 electronic waste items (i.e. computer, TV or phone) one a year.
  • Unacceptable meterials include liquids (i.e. pesticides and cleaning fluids), construction and demolition waste (i.e. concrete, dirt, and asphalt), and hazardous or infectious wastes.
